The countries that are parties to the Berne Convention.

The U.S. resisted ratifying the Berne Convention for over 100 years because the treaty prevented the U.S. from requiring publication with copyright notice, which it had not wanted to abandon. The law implementing the Berne Convention in the U.S. is the Berne Convention Implementation Act, 17 U.S.C. § 101.
