The TRIPS agreement, which amended the General Agreement on Tariffs and Trade (GATT), is based on the view that IP protection is a trade issue. The WTO is responsible for enforcing various trade agreements that make up the GATT and is regarded by commentators as one of the most important aspects of the world trade regime.

TRIPS stands for Trade Related (aspects of) Intellectual Property (rights). The 'S' doesn't actually stand for anything.
